Our client, The Department of Justice (DOJ) Office of the Chief Information Officer (OCIO) is looking for a Project Manager to support the ALS Services team.

 

The Automated Litigation Support Services (ALS Services) program as part of the Service Engineering Staff is responsible for providing leadership across the Office of the Chief Information Officer in the planning, sourcing, integration and assurance for enterprise IT services for the Department’s litigation community. In support of these responsibilities, the team engages with DOJ litigation components to understand their business needs and identify opportunities for shared services. The program team evaluates new and existing shared services for alignment with the DOJ enterprise architecture, and works with vendors and industry to identify best-in-class tools and services to ensure DOJ are “fast followers” of relevant technologies. The program team also provides support to overall service strategy and roadmap execution as well as the process of continuous performance improvement of application services in those areas.

 

The Project Manager is responsible for detailed project planning of existing shared services projects and proposal development and evaluations support for new projects. This work includes cost analysis and estimating, managing the full life cycle development of services, schedule & budget adherence, resource planning and allocation, risk mitigation, and reporting program status to senior leadership. The Project Manager will work with the DOJ components and stakeholders across functions internally and externally to ensure on-time, on-budget, and in-spec delivery of the client’s requested solution.

Responsibilities

· Act as the primary advocate for litigation stakeholders on automated litigation subject matter areas

· Develop plans to leverage industry and technology trends, best practices and capabilities into the service strategy

· Source the capabilities, skills and technology necessary to meet customer requirements supported by service level agreements

· Integrate staff, vendors, process and tools using innovative and collaborative approaches in support of our customer

· Ensure that the ongoing service delivery and support meet agreed customer requirements

· Identify opportunities for service improvements, discuss with the customer and raise the Request for Change (RFC) for assessment if appropriate

· Liaise with the appropriate process owners throughout the Service Management lifecycle

· Solicit required data, statistics and reports for analysis and to facilitate effective service monitoring and performance

· Responsible for managing the complete lifecycle of government contract technology product implementations

· Establish project scope, requirements definition, and solutions architecture to create various project plans or product roadmaps (depending on project management technique requested).

· Orchestrate the development of functional and technical requirements

· Establish and maintain strong relationships with business and functional group members to align objectives, resources and expectations

· Conducts regular, periodic, project management status meetings to apprise all stakeholders of project progress, issues, challenges, risks, and project management activities

· Effectively communicate project statuses using tools such as Microsoft Office, Microsoft Project, Power Point and Visio

· Perform program completion assessment including customer feedback, lessons learned and financial/performance review

· Facilitate various technology-related proof of concepts or pilots with vendors to evaluate potential impact to business areas and document clear recommendations to senior leadership.

· Support various customer focused engagements related to the ALS Services program, including in-person presentations to large stakeholder groups.

Qualifications

Education and/or Experience:

· BA/BS in Computer Science, Business, Information Technology or related field, MBA a plus

· 4-6 years technical and project management experience with some consulting experience

 

Required Knowledge, Skills and Abilities:

· Requires excellent conceptual, analytical, decision-making and planning skills, and the ability to manage in a highly diversified, changing environment enforcing shared responsibility for outcomes

· Ability to own and direct complex initiatives in a government contract environment

· Ability to establish sound relationships with business and functional group members to align objectives, resources and expectations

· Strong implementation skills and project management track record

· Proven capability to work closely with stakeholders to control budgets, project delivery, priorities review, and client expectations

· Possesses an in-depth understanding and the ability to implement formal software development lifecycle methodologies

· Strong written and oral communication skills, team development and coaching skills, and personal leadership characteristics

 

Additional Qualifications:

 

· Project Management Professional (PMP) certification a plus

· Agile or Scrum experience

· Current security clearance a plus

· Government contract experience a plus
